Chapter 1 INTRODUCTION 1.1 Background As per the Right to Information Act 2005, it is mandatory to give information to the public on the activities of every Public Officer. Hence, this information is given as directed by the Act. 1.2 Objective / purpose of this information handbook To give information to the Public on the functions, duties and powers of Director of Ports and Subordinate Officers working under his control. 1.3 Who are the intended users of the handbook? This information can be used by the Shipping fraternity, clearing and forwarding agents, Steavedorers Registered Civil, Mechanical and Electrical contractors who are executing works in Port Department, citizens, Government and private companies / organizations who are interested in establishing Port based industries in Port area. 1.4 Definitions of key terms Port includes also any part of a river or channel in which exports / imports operations to place by water transport. Vessel includes anything made for the conveyance by water of humanbeings or of property. Kakinada Request for providing employment in Ship Breaking Units Redressed For establishment of Ship Breaking Unit at Kakinada, Department have furnished the proposals for the Environmental Clearance under CRZ Clearance vide Director of Ports’ Lr No. SE/DM4/3/2004-05, Dated 10.6.05; 30.9.2005. The Department also applied to Commissioner of Industries for the Environmental Clearance under Air & Water consent vide Director of Ports Lr No. SE/DM4/3/04-05 (Vol.II), Dated 16.7.2005.
The Coastal Zone Management authority meeting was held on 20.12.2005. The out come of the meeting is yet to be received. After getting the Environmental Clearance and other Statutory clearances, Govt. shall be approached for the approval of the scheme.
After approval of the scheme, the private organizations will be permitted for establishment of ship breaking units. The private organizations who establish the ship breaking units will engage the sufficient skilled and unskilled man power.

Government have issued certain instructions through references 1st and 2nd cited, to designate “Public Information Officer” under Section 5(1) , “Assistant Public Information Officer” under Section 5(2) and “Appellate Authority” under Sub Section 19 of the RIGHT TO INFORMATION ACT ,2005, in respect of the Head Offices of the Departments as well as every subordinate office of the department at the Regional District, Sub-Divisional and Mandal levels:
i) to maintain records as prescribed in section 4 (1) (a)
ii) to publish manuals, on or before 12-10-2005 as prescribed in section 4(1) (b)
of the said Act.
2) Accordingly the following orders designating “Public Information Officer” under Section 5(1) , “Assistant Public Information Officer” under Section 5(2) and “Appellate Authority” under Sub Section 19 of the RIGHT TO INFORMATION ACT ,2005, in respect of the Head Office of the A.P.Port Department and Regional Offices of the Department, are issued.

10) The duties and responsibilities of the above officers are as prescribed in the RIGHT TO INFORMATION ACT 2005(ACT 22 OF 2005) communicated in the reference 3rd cited.(Copy enclosed for ready reference). These orders shall come into force with immediate effect. The receipt of these orders shall be acknowledged.
11) The Officers noted at the address entry are requested to circulate these orders to their staff for their guidance and to take necessary action to exhibit a copy of the same in the notice board in their respective offices.
